Located at the corners of Annapolis Street and South Robert Street in West St. Paul, Gateway Place provides 54 units of affordable, general occupancy workforce housing in studio and one-bedroom apartments. Building amenities include underground parking garage, community and exercise rooms, and central laundry.
Preference is given to applicants who currently live or work in Dakota County or to households that do not have a permanent address in Dakota County, but receive benefits from Dakota County Employment & Economic Assistance (such as DWP, GA, MFIP, MSA, and SNAP).
Income limits are as of April 2024. Income limits are subject to change.
Minimum income for a studio unit is $19,584; minimum income for a one bedroom apartment is $23,736.
For households that receive rental assistance, the minimum income requirements are waived. Rental assistance programs can include the federal Housing Choice Voucher (Section 8) Program, VASH, Family Unification Program, or other State or locally funded rent assistance programs.

Create a CDA MyHousing account username and password. You must have an email address to create an account.
Only one application per household.
The head/co-head of household must have date of birth and a Social Security Number.
Application can be translated into other languages.
Complete the online application and submit.
What happens after I apply?
Step 1.Application is processed to be placed on waiting lists.
Step 2. Once your name approaches the top of the waiting list, you will be contacted to provide information to confirm program eligibility. This will include verification of income, rental history, credit and criminal background checks. Application fee is due at this time.
Step 3. Your application will be approved or denied.
If approved, you will select a unit. Once all units are filled, approved applicants will be offered a unit when one becomes available.
If denied you will be removed from the waiting list. You may apply for the waiting list again if your situation changes and you meet eligibility requirements.
