The CDA’s Home Stretch Homebuyer Education Program, Framework Online Homebuyer Education Program and Pre-Purchase counseling are ways that potential homebuyers can educate themselves on the unknowns of homeownership. Homebuyer education will give you the tools and resources needed to become a successful homeowner.
Homebuyer Education Program
Have you missed a mortgage payment or are you nearing foreclosure? The CDA’s Mortgage Foreclosure Program is a free advisory program for homeowners who are nearing foreclosure. Our homeownership advisor can provide information and review options to help you stay in your home.
Mortgage Foreclosure Program
The Home Improvement Loan Program assists low- and moderate-income homeowners with making repairs and improvements to their homes, like:
- roof replacement
- furnace replacement
- electrical and plumbing repairs
- insulation
- Improvements for special needs, such as ramps, bathroom or kitchen modifications
Home Improvement Loan Programs
Weatherization services will permanently reduce energy bills by helping to make your home more energy efficient. The Weatherization Assistance Program is administered as a joint effort between the CAP Agency and the CDA. The program provides income qualified homeowners in Carver, Dakota and Scott Counties with a grant to assist with making their home more energy efficient.
Grant funds are used to:
- Reduce air leakage
- Insulate attics or walls
- Replace inefficient refrigerators, lighting or shower heads
- Upgrade furnaces
- Make other related health and safety improvements

Payoff requests for CDA down payment assistance loans, and CDA home rehabilitation loans should be emailed to crussert@dakotacda.org
If the request is due to a refinance, please include a refinance advising certificate in accordance with Minnesota state law. Refinance and Re-issuing Mortgage Credit Certificate
If you are refinancing your first mortgage and have a MCC, you need to re-issue the MCC to continue to access that credit in the future. The MCC reissuance must be done along with the refinance and takes time, so don’t delay and let your lender know about the MCC reissuance requirement.
