Request for Proposals: Radon Measurement Services – Home Improvement Loan Program

Scope of Project

The Dakota County Community Development Agency (CDA) seeks proposals from qualified radon measurement firms or individuals offering radon measurement services, and similar professional organizations or agencies to provide services from March 1, 2025, through June 30, 2027, as required at various times and locations throughout Dakota County. These services relate to implementing the requirements of 24 CFR Parts 50 or 58, as they apply to the CDA’s federally funded Home Improvement Loan Program.

The CDA will need to obtain radon measurements in homes throughout Dakota County. These homes are scheduled for rehabilitation using funding provided by the CDA through the Home Improvement Loan program. Homes with radon levels in excess of 4.0pCiL will be required to install mitigation systems. Clearance testing will be required once the mitigation is complete to ensure that radon levels are below 2.0pCiL. The CDA would like to select multiple consultants to conduct radon measurements. All Consultants must be licensed through the Minnesota Department of Health (MDH) for radon measurement, and must maintain MDH licensure throughout the duration of the contract period with the DCCDA.
