Public Housing Agency Plan
The Public Housing Agency (PHA) Plan is a comprehensive guide to a public housing agency’s policies, programs, operations and strategies for meeting local housing needs and goals.
There are two parts to the PHA Plan that are submitted to the U.S. Department of Housing and Urban Development (HUD): the 5-Year Plan that is submitted every five years and the Annual Plan that is submitted every year.
All housing agencies that administer Public Housing or the Housing Choice Voucher Programs are required by HUD to submit a PHA Plan. The PHA Plan also serves as an application for the Capital Fund Program, the funding source for operation and maintenance of public housing.
